I have the honour to refer to the

correspondence ending with your confidential despatch 10/53703/3 of the 17th of November, 1937, relative to the

reorganization of the Hong Kong Administrative Service.

After careful consideration I have reached

the conclusion that too close an adherence in this

reorganization to the typical constitution of the

African Colonies would not lead to smooth working in

the peculiar circumstances pertaining to this Colony,

which, in contrast to the extensiveness which is usually

characteristic of those Colonies, may, administratively

speaking, be described as a "multum in parvo". The

proposals submitted in Sir A. Caldecott's despatch

your despatch No.220 of the 12th of June, 1937,

provided for a time-scale for the more junior administrative officers and for specified fixed

salaries for the senior administrative posts which were included in a schedule covering senior posts generally,

a copy of which is enclosed for convenience of reference.

It was apparently contemplated that officers would be

appointed substantively and permanently, i.e. for a
